Before you start distributing medicines, you need the right licences and documents. Requirements can differ between states, so always confirm with your State Drugs Control Department.

Wholesale drug licence

A wholesale drug licence is required to stock and sell medicines. Under the Drugs and Cosmetics Rules, 1945, wholesale licences are issued on Forms 20B and 21B. The application usually needs:

  • Details and proof of the business premises
  • Proof of adequate storage, including refrigeration where needed
  • Details of a qualified or experienced person responsible for the business
  • Identity and address proof of the proprietor or partners

GST registration

A GST registration is needed to buy from companies and issue invoices to your customers.

Business documents

  • PAN card of the business or proprietor
  • Bank account details
  • Partnership deed or company documents, if applicable

Documents a PCD company may ask for

When you apply for a franchise, the company will typically ask for copies of your drug licence and GST certificate, along with your contact details and area of operation.
